Why is everyone supporting Manny Pacquio even though its obvious he's doing steroids?

thers no evidence that hes on them and theres no evidence that hasn't taken them. Its very supcious that he avoided and didnt want to do drug tests also it doesn't make sense how he gained so much weight in so little time and by that i mean muscle m hes gotta have been taken something!!!!
