Can a prior service member enter Warrior's Transition Course as an E-3 and finnish as E-4?

My friend got out the navy as E-4 but going back in army she dropped one rank to E-3. Can she get it back in WTC or does she get it back after her AIT? She has time in service of 4yrs so how long will it take for her to get her E-4 back? Thanks.
